  • Named in proceedings relating to the Disbursement Acceleration Program (DAP), an executive fund-realignment mechanism the Supreme Court declared partially unconstitutional in Araullo v. Aquino (G.R. No. 209287, July 1, 2014).

Denial

Aquino publicly defended DAP as a constitutional executive measure to accelerate spending and stimulate the economy. Criminal complaints filed against him relating to DAP were dismissed by the Office of the Ombudsman, and he died in June 2021 with no pending criminal conviction.
