Accusations

  • Charged with malversation and two counts of graft in connection with the P289.4 million Mag-Asawang Tubig River dike project in Naujan, Oriental Mindoro. Declared a fugitive from justice by the Sandiganbayan in December 2025.
  • Alleged by Independent Commission on Infrastructure (ICI) witnesses to have endorsed approximately P35 billion in projects between 2022 and 2025 and to have received kickbacks of approximately 25 percent.
  • Subject to multiple Anti-Money Laundering Council freeze orders covering bank accounts, insurance policies, and aircraft (including two helicopters and one airplane valued at approximately P3.9 billion in aggregate).

Denial

Co has denied wrongdoing. In November 2025 he released a video series (not delivered under oath) characterizing himself as a participant rather than principal and naming others as masterminds of the scheme.
