Accusations

  • Charged with malversation of public funds and graft over an alleged P92.8 million ghost flood control project in Barangay Bunsuran, Pandi, Bulacan. The Sandiganbayan's Third Division entered a not-guilty plea on his behalf after he declined to plead, and trial opened on May 5, 2026. A site inspection found the project, reported as completed, had never been built.
  • Earlier charged with plunder in the Priority Development Assistance Fund pork barrel scam. The Sandiganbayan acquitted him of plunder on December 7, 2018 in a 3-2 vote while ordering him to return P124.5 million in civil liability; the remaining graft cases tied to the fund were later dismissed.

Denial

Revilla has repeatedly denied any involvement in the Pandi flood control project and questioned the credibility of his accusers, saying it baffles him how they can sleep soundly at night. He declined to enter a plea at arraignment, and the Sandiganbayan's Third Division recorded a not-guilty plea on his behalf.
