Executive Order No. 94, signed September 11, 2025, established the
Independent Commission on Infrastructure as a body tasked with
investigating irregularities in government infrastructure programs,
with particular focus on the flood control portfolio under the
Department of Public Works and Highways.
The ICI was given authority to conduct hearings, take testimony,
examine documents, and recommend administrative, civil, and criminal
charges to the appropriate agencies. It worked in parallel with the
Senate Blue Ribbon Committee's "Philippines Under Water" inquiry
and with the Office of the Ombudsman's investigations.
Across its operational life the ICI took testimony from former DPWH
district engineers Henry Alcantara, Brice Hernandez, and Jaypee
Mendoza, from former Undersecretary Roberto Bernardo, and from
contractors including the Discayas. Its interim reports, published
in 2025, recommended plunder, graft, and bribery charges against
multiple legislators and officials.
The ICI ceased operations on March 31, 2026, having transferred its
evidentiary record and recommendations to the Department of Justice
and the Office of the Ombudsman.
