Eighteen ex-Marines corroborate Guteza cash-delivery testimony at Club Filipino

On February 24, 2026, eighteen former Marines appeared at a press conference at Club Filipino in San Juan. The witnesses were presented by lawyer Levi Baligod and corroborated the September 25, 2025 sworn testimony of former Marines master sergeant Orly Guteza regarding cash deliveries to residences associated with House Speaker Ferdinand Martin Romualdez and other named officials. The witnesses described their roles in the security and logistics of the alleged deliveries, including the use of Rimowa suitcases, the Post-it note tally system, rotating security details, and individual runs ranging from approximately P100 million to P1.2 billion. Baligod stated that twelve additional witnesses had been prepared to appear but had not been able to attend due to safety concerns. The press conference broadened the evidentiary base of the whistleblower account beyond a single witness and was cited in the Office of the Ombudsman's plunder complaint filed against Romualdez two months later.
