The Office of the Ombudsman on Thursday, June 4, 2026, filed graft and malversation through falsification of public documents charges in connection with payments on a P53.9 million flood control project in Calumpit, Bulacan tied to St. Timothy Construction Corporation. Investigators found that full payment on the dredging and embankment items had been released even though the disbursement voucher carried no approving signature and the project file lacked the supporting documents required to certify accomplishment. Named on the information are Pacifico "Curlee" Discaya II and Cezarah "Sarah" Discaya of St. Timothy Construction Corporation, their company's managing officer Ma. Angeline Discaya Rimando, and former DPWH officials Merg Jaron Caparas Laus, Brice Ericson Diaz Hernandez, Jaypee De Leon Mendoza, Ernesto Cosay Galang, Norberto de Leon Santos, Lorenzo Alcoriza Pagtalunan, Juanito Coronel Mendoza, and Floralyn Yutuc Simbulan. Also charged is former Bulacan 1st District Engineer Henry Alcantara, the same cooperating witness whose immunity grant was questioned from the bench by Sandiganbayan Justice Ronald Moreno on June 2, 2026. Recommended bail is set at P90,000 per count of graft. No bail is recommended for the complex crime of malversation through falsification of public documents. The case is filed at the Bulacan Regional Trial Court rather than the Sandiganbayan because the DPWH respondents are sub-salary-grade 27.
