• On May 28, 2026 health reform advocate Dr. Tony Leachon filed a supplemental complaint at the Office of the Ombudsman adding Pangandaman as respondent in the PhilHealth and PDIC fund transfer plunder case. The supplemental pleading charges Pangandaman with technical malversation, violation of the Anti-Graft and Corrupt Practices Act, and administrative offenses for budget execution measures issued during her tenure as Secretary of Budget and Management.
• The underlying transaction is the 2025 sweep of ₱60 billion in PhilHealth reserves and ₱107 billion in Philippine Deposit Insurance Corporation funds into the National Treasury under a special provision of the 2024 General Appropriations Act, ruled unconstitutional by the Supreme Court in December 2025.
• The supplemental complaint impleads Pangandaman "only to the extent of acts, approvals, issuances, budget execution measures, or omissions occurring during her tenure as Secretary of Budget and Management," per the pleading.
