  • On May 25, 2026 health reform advocate Dr. Tony Leachon filed a plunder and technical malversation complaint at the Office of the Ombudsman against Recto, alleging he ordered the transfer of P60 billion in PhilHealth reserves and P107 billion in Philippine Deposit Insurance Corporation funds to the National Treasury in 2025 under a special provision of the 2024 General Appropriations Act.
  • The Supreme Court in December 2025 ruled the special provision authorizing the PhilHealth transfer was unconstitutional and ordered the P60 billion returned to PhilHealth through the 2026 national budget. The complaint argues the transfer violated the Universal Health Care Act and the Sin Tax Law, which earmark PhilHealth funds for healthcare delivery and indigent patient coverage.
