The Bulacan Regional Trial Court Branch 20 in Malolos on Friday, June 5, 2026 issued arrest warrants on the malversation through falsification of public documents count against Pacifico "Curlee" Discaya II, Cezarah "Sarah" Discaya, and nine other defendants in the P53.9 million Calumpit, Bulacan flood control project case. The malversation count is non-bailable. The graft count carries a recommended bail of P90,000 per accused. The eleven defendants named on the warrant include the Discaya couple, their company's managing officer Ma. Angeline Discaya Rimando, and former DPWH officials Merg Jaron Caparas Laus, Brice Ericson Diaz Hernandez, Jaypee De Leon Mendoza, Ernesto Cosay Galang, Norberto de Leon Santos, Lorenzo Alcoriza Pagtalunan, Juanito Coronel Mendoza, and Floralyn Yutuc Simbulan. Former Bulacan 1st District Engineer Henry Alcantara, also named on the underlying Ombudsman information, holds a Department of Justice immunity grant as a cooperating witness in the parallel flood control prosecutions and was excluded from the warrant. The case sits at the Bulacan RTC rather than the Sandiganbayan because the DPWH respondents are sub-salary-grade 27. The underlying finding from the Office of the Ombudsman is that payments on the Calumpit dredging and embankment items were released on an unapproved disbursement voucher and on a project file missing the documents required to certify accomplishment.
