Three former Bulacan DPWH district engineers entered Payatas with the senator. Edgardo Cortuna was admitted at 5:47 PM. Estrada, Reynaldo Bulusan, and Edmundo Gonzales Jr. were admitted together at 8:15 PM. The four men were assigned to the general population block of the New Quezon City Jail Annex on Capt. Lawasan Street in Payatas, Quezon City. Estrada surrendered to PNP Criminal Investigation and Detection Group operatives in the late afternoon after the Sandiganbayan Fifth Division refused to defer the plunder arrest warrant. He waived Senate custody and waived his Senate salary for the duration of his detention. The plunder count is non-bailable when the evidence of guilt is strong; his graft bail of P90,000 per count posted on May 29 covers only the separate Second Division case. Bonoan presented himself at Camp Crame the same afternoon. PNP medics recorded a blood pressure reading of 192/100 during initial booking, and he was transferred to the PNP General Hospital at the same complex. The Sandiganbayan was notified and his arrest was logged as a hospital arrest, with detention status maintained pending medical clearance. The two surrenders mark the first time a sitting senator and a former Cabinet secretary have been detained on the same flood control plunder docket. Estrada becomes the third sitting senator after Juan Ponce Enrile and Ramon Revilla Jr. to be committed to custody on a Sandiganbayan plunder warrant.
