Accusations on record

On June 1, 2026 Bonoan presented himself at Camp Crame in the afternoon. PNP medics recorded a blood pressure of 192/100 during booking. He was transferred to the PNP General Hospital at the same complex and placed under hospital arrest, with detention status maintained pending medical clearance.
On June 1, 2026 the Sandiganbayan Fifth Division issued an arrest warrant against Bonoan and Sen. Jinggoy Estrada on the P573 million plunder information filed by the Office of the Ombudsman.
On May 29, 2026 the Sandiganbayan Second Division issued an arrest warrant and hold-departure order against Bonoan and Estrada on the two graft counts; Bonoan posted the P90,000 bond required for each count through counsel later the same day.
On May 28, 2026 the Office of the Ombudsman filed plunder, graft, and bribery charges against Bonoan and Sen. Jinggoy Estrada at the Sandiganbayan over the flood control kickback scheme, naming Bonoan as a co-accused.
Independent Commission on Infrastructure (ICI) has recommended administrative charges. Witnesses including former Undersecretary Roberto Bernardo have stated that Bonoan was consulted on fund releases connected to the kickback scheme.
On August 19, 2025 publicly confirmed that ghost flood control projects existed in Bulacan and pegged contractor Wawao Builders' Bulacan portfolio at approximately P5.97 billion across 85 projects.
