Senate to transfer Curlee Discaya to PNP Camp Crame on June 8 for booking on Bulacan flood control warrant

Acting Senate President Sherwin Gatchalian and Justice Secretary Jonvic Remulla confirmed separately to reporters on Friday, June 5, 2026 that contractor Pacifico "Curlee" Discaya II will be moved out of Senate contempt custody and turned over to the Philippine National Police at Camp Crame, Quezon City on Monday, June 8. The transfer pairs with the booking process for the malversation-through-falsification count carried by the Malolos Regional Trial Court Branch 20 warrant issued the same Friday. Sec. Remulla framed the movement as a Department of the Interior and Local Government turnover; Sen. Gatchalian framed it as a Philippine National Police turnover. The two officials describe the same operation. Discaya had been held in Senate contempt detention since September 2025, when the previous Blue Ribbon Committee majority cited him for refusing to answer questions on the St. Timothy Construction Corporation group's flood control contracts. The June 8 hand-over is the first time he passes from legislative-contempt custody to criminal-process custody on the flood control track. His co-respondent and spouse, Cezarah "Sarah" Discaya, remains held at the Lapu-Lapu City Jail under a separate Davao Occidental ghost-project warrant and was not part of the announced June 8 transfer. The Office of the Ombudsman filed the underlying graft and malversation informations on June 4, 2026 over the P53.9 million Calumpit, Bulacan flood control project; the Bulacan RTC issued the arrest warrants on June 5. The malversation count is non-bailable; the graft count carries a recommended bail of P90,000 per accused.
