Sandiganbayan 5th Division grants Bonoan hospital arrest at PNP General Hospital, denies Medical City transfer

The Sandiganbayan Fifth Division on Friday, June 5, 2026 partially granted Manuel Bonoan's motion for hospital arrest in the P573 million flood control plunder case. The resolution keeps him confined at the PNP General Hospital inside Camp Crame, Quezon City, and denies his preferred transfer to Medical City. He remains under the effective control and custody of the Philippine National Police Criminal Investigation and Detection Group at all times. The court cited the medical reports filed by Bonoan's personal physicians, which documented hypertension, diabetes, chronic renal disease, chronic kidney disease, prostate cancer, and severe coronary artery disease, among other ailments. The PNP-CIDG was ordered to submit a biweekly medical progress report until Bonoan is certified fit for transfer to the New Quezon City Jail Annex in Payatas, the standing detention facility for the flood control plunder accused. Bonoan had been booked at the PNP General Hospital on June 1, 2026 after a near-stroke episode at booking yielded a blood pressure reading of 192/100. The Office of the Ombudsman opposed the hospital arrest motion in chambers. Department of the Interior and Local Government Secretary Jonvic Remulla publicly conceded compliance on June 5, telling reporters the DILG and PNP would abide by the court order while continuing to coordinate medical oversight with PNP-CIDG. Bonoan has neither attended his graft arraignment on June 4 nor entered any plea in either of the two pending informations.
